Ohio’s Third Grade Reading Guarantee
The Third Grade Reading Guarantee was implemented by the state in 2012 in order to screen, identify, provide intervention and monitor reading ability in students K-3. The legislation identified tiers of service guaranteed through a Reading Improvement and Monitoring Plan to students at risk of not meeting “on-track” benchmarks. Those students not “on-track” run the risk of not obtaining a passing score on a state approved reading assessment and therefor being retained in the third grade for further intervention. Students may be exempt from retention under this law if they have a documented Reading Disability and an exemption written into their IEP.
